About Prof. Raja Kumar

Vast experience of 39 Years as Professor of IIT Kharagpur, Director of IIT Bhubaneswar and VC of RGUKT.

Prof Ratnam V Rajakumar was born in Chinnapuram (Machilipatnam), India. He received his BE degree jointly topping all branches of engineering in 1980 from Andhra University, Visakhapatnam, MTech and PhD degrees in 1982 and 1987 respectively from IIT Kharagpur, all in Electronics and Communication Engineering.

He has been serving as a professor of Electronics and Communications engineering at IIT Kharagpur, starting his career as a member of the faculty at an early age in 1984. He is presently serving as the Director of IIT Bhubaneswar and engaged in directing it find its place amongst the global class. Earlier from 2010-15, he has served as the first Vice-chancellor of Rajiv Gandhi University of Knowledge Technologies (RGUKT), Hyderabad, met the challenges of building this new University into a model for quality Engineering education and helped in realizing the university and its dream, despite its challenging and unparalleled annual intake of 6000 rural students, through several innovations, raising of quality faculty and by creating world class laboratories. The university won awards for its innovative ICT based education and pedagogical systems created under his leadership. He has also served as the Dean of Academic Affairs of IIT Kharagpur from 2003 to 2006, as the Chairman of the G S Sanyal School of Telecommunications, a school of excellence for research in Telecommunications till 2005 and headed the Vodafone Essar - IIT Center of Excellence in Telecommunications from 2007 to 2010, besides other assignments. He made perspective plans for the growth of IITs at Bhuabneswar and Kharagpur and also was responsible in bringing important academic reforms in academics at these institutions. He has also served at the University of Michigan, Ann Arbor in 1988 on a visiting assignment. He has also been serving on the governing boards, advisory boards and national committees of numerous reputed institutes, organizations and government departments and has been helping in providing active guidance and sharing of vision. He was also instrumental in the initiation of the INDEST Consortium.

His areas of research interest include Digital Signal Processing, Wireless Communications, Detection and Estimation and VLSI systems for Communications. He has over 160 research publications in reputed international journals and conferences and has supervised the theses of over 140 students at different levels. He has authored video courses in engineering, a couple of which were also telecasted nationwide. He is presently engaged in active research on Green radio, Cognitive radio and GLRT based detection systems. Education in general and Technical education in particular is also of his interest, he made very significant contributions to the same, served on the boards of studies of several institutions and contributed in curricular design exercises.

Prof. Raja Kumar made significant contributions to technology development through prestigious national projects. Designing a sonar homing system for the first ever torpedo developed by India, designing communication systems for defense systems and taking the first steps for the development of Cognitive Radio by DRDO, are a few of the many similar contributions made by him. The BOYS-CAST research grant from the Department of Science and Technology, Government of India in 1987, the Baroda Chapter national award of ISTE in 2007 and the best student paper award in the 1984 IEEE Region 10 (Asia & Pacific) Graduate Paper Contest are a few of the numerous awards and distinctions held by him. He was an active member of the prestigious academic delegation accompanying hon'ble President of India on his state visit to China from 24th to 27th May 2016. He was also instrumental in organizing several National and International Conferences serving as general chair, TPC chair and various Committees.

Technology Developments and Transfer in National and Other Endeavors

Carried out system and sub-system designs and provided guidance to teams of scientists / engineers from DRDO and industries for technology development through numerous consultancy and sponsored projects. The following is a select list of technologies successfully developed, transferred and adopted : 

  1. 1. Sonar Homing Systems for Light Torpedos: Provided the design and guided a team of Scientists of DRDO on invitation to successfully develop a Sonar Homing System. The homing system is the brain and lifeline of the torpedo. The designs were used in the Advanced Light Torpedo (TAL) and Shyena developed and marketed by DRDO and adopted by defense forces (see the links below to these products from DRDO.

  2. Passive Sonar: Designed the Detection and Ranging Algorithms for Passive Sonar for DRDO on invitation. The passive surveillance and ranging system is the most important subsystem of the product. The algorithms were used in Panchendriya Sonar developed and marketed by DRDO and adopted by defense forces (see the links below to the system from DRDO):

  3. Electromagnetic Proximity Fuse (EMPF): A design for an Electromagnetic Proximity Fuse (EMPF) was given and a prototype was developed for DRDO on invitation. The proximity fuse is now an important subsystem of the Wire guided torpedoes like the Varunastra developed and marketed by DRDO (see the links below to the torpedo developed by DRDO):

  4. Communication Links for Missiles: Part of a three-member team that provided the design of a CDMA Data Link for the mid-course guidance of missiles on invitation from DRDO. This communication system with enhancements is being used currently in the Prithvi missile which is adopted by defence forces.
  5. Ultra-low-bit-rate Voce codec:EngDeveloped 2.4kbps Ultra low-bit-rate speech codecs as per FS-1015 standard and a CELP/ MELP codec that works at 4.8kbps and transferred to DEAL Dehradun, DRDO on invitation. DRDO informed us that these codecs have been used in several defence products which were adopted by defence forces (see the link given below in this context from DRDO):

  6. Algorithms for Rocket launchers and Torpedo launchers: developed by DRDO: We did exploration of the estimation algorithms for the purpose of implementing in rocket and torpedo launchers and their performance evaluation was studied for DRDO on invitation. DRDO used these in several of their products which were adopted by or defence (see the links below to these products from DRD.

  7. Target Simulator and Diagnostic System for Indra-1 radar: As long back as in 1981 during the 2-month internship as an MTech student of IIT Kharagpur at LRDE (DRDO), a hardware subsystem comprising of a target simulator-cum- diagnostic system was designed, a prototype (comprising of 102 Digital and analog IC’s) successfully developed and tested. Later, it was learnt that the sub- system went as it was into the Indra-1 radar, the first ever to be developed by DRDO successfully. The internship report that was submitted too went as it was into the system reference manual of the radar.
  8. Other Technologies:Apart from the above, we helped DRDO in other projects like SDR development on invitation.
  9. Development of SIP and H.323 Protocols:We provided guidance to teams of industries like M/s Hellosoft who were deployed here in IIT Khargapur to develop the protocol suits of SIP and h.323 on invitation. These were developed, market and transferred successfully by these industries.
  10. Development of subsystems for 3rd generation Cellular:We developed algorithms for several subsystem implementation as per the 3GPP 3 rd generation cellular standards, tested and transferred the same to National Semiconductor Corpn, USA.
  11. Development of subsystems for WiFi:We developed algorithms for several subsystem implementation as per the IEEE 802.11b and IEEE 802.11g WiFi standards, tested and transferred the same to National Semiconductor Corpn, USA

Select Honours and Awards

  • Best IEEE Student paper award winner in the 1984 IEEE Region 10 ( All Asian and Pacific countries ) . Student paper contest conducted by the IEEE, NJ, USA for his paper entitled ," A Novel Adaptive Line Enhancer for a sinusoid in uncorrelated noise ", Year: 1984.
  • ISTE Baroda Chapter National Award for the best paper published in ISTE Journal of Technical Education during 2008 for his paper titled, “Engineering education in India: quality concerns and remedial measures.
  • Paripalana Bhasha Puraskaram from Govt of Andhra Pradesh in 2013 for his services in introducing studies in Telugu and its culture in curricula of engineering.
  • The BOYS - CAST Research Fellowship from the Department of Science and Technology (DST), Govt. of India, for carrying out research at University of Michigan, Ann Arbor, USA. Year: 1987.
  • Awarded the YUVA SHAKTI Puraskar for Science and Technology for his contributions to Electrical Engg. Sciences on the occasion of International Youth Year celebrations Year: 1985.
  • Education Leadership Award in 2016 in Global Awards for Excellence in Education, Leadership & Teaching, World Education Congress by Chartered Institute of Management Accountants.
  • Awarded a prize in the international Design Contest in the 16th International Conference on VLSI Design & the 2nd International Conference on Embedded Systems Design held during January 4-8, 2003, New Delhi, India.
  • • Awarded the Design and Research Forum of India's III prize in the Eleventh All India Student Competitions conducted by Institution of Engineers (India). Year: 1979.
  • • Member of the delegation of hon’ble President of India on his state visit to China from 24th-27th May 2016.
  • Under Prof Raja Kumar's leadership, RGUKT received the 10th eINDIA award for IT in Higher Education category for its "ICT Based Hybrid Pedagogy", at eINDIA summit 2014 held at Kovalam on Nov 15th 2014.
  • Under Prof Raja Kumar’s leadership, IIT Bhubaneswar has been awarded with the University of the Year award by FICCI in 2021 in its 11th year of existence amongst up to 30 year old category,
  • Under Prof Raja Kumar's leadership, RGUKT was awarded the 8th NTA ICT World Communication Summit and Awards for Outstanding Contribution to Rural Education, at the Indian Institute of Engineering, Science and Technology (IIEST) at Howrah, West Bengal on 11 Dec 14.
